Exemption (Plug, Supply flexible cord, Appliance connector)

Special consideration is applied in the following situations:

  • Where supply cords and supply plugs that are Level 3 equipment are attached to other equipment imported or manufactured by a Responsible Supplier.
  • Connectors that are Level 3 equipment and are part of a cord set (plugs, flexible cords and connectors) supplied with other equipment.
  • Equipment that has other Level 2 or Level 3 equipment installed within the equipment.

The requirements for special consideration are as follows:

  • Where Level 3 electrical equipment, plugs, flexible cords and connectors, are supplied with a Level 1 or Level 2 item of electrical equipment, the Responsible Supplier of the Level 1 or 2 equipment must confirm there is a current Certificate of Conformity for the relevant Level 3 equipment but does not need to be registered as a Responsible Supplier for that Level 3 electrical equipment.

For example, a cord set (a plug, cord and appliance connector) that is three Level 3 items that combine into a piece of equipment which is classified as Level 1(cord set). As such, if a Responsible Supplier is supplying a cord set with other equipment, there is no need to register the cord set separately. However, the Responsible Supplier must ensure the plug, cord and appliance connector all have current and valid certification.

  • Where Level 3 equipment is supplied with other Level 3 equipment as a component part.

For example, when a Level 3 equipment component part is installed within other Level 3 equipment. This could be a portable luminaire with a fluorescent lamp ballast inside. In this instance, the supplied Level 3 equipment (the portable luminaire) must be registered by the Responsible Supplier but the component part (the ballast) does not need to be registered. However, the Responsible Supplier must confirm there is a current Certificate of Conformity for the component part (the ballast).

  • Where Level 2 equipment is supplied with other Level 2 or 3 equipment as a component part.

In this instance, the Level 2 or Level 3 equipment component part is installed within the Level 2 equipment and the Responsible Supplier of the Level 2 equipment must ensure there is a current Certificate of Conformity for any Level 3 component part. The Level 2 or 3 component part does not require separate registration by the Responsible Supplier of the Level 2 equipment unless the Level 2 or 3 component part is supplied separately.

  • Where Level 1 equipment is supplied with other Level 2 or 3 equipment as a component part.

For example, where the Level 2 or Level 3 equipment is installed within the Level 1 equipment, such as a fixed luminaire with fluorescent lamp ballast inside. The Responsible Supplier of the Level 1 equipment (the fixed luminaire) must ensure there is a current Certificate of Conformity for any Level 3 component part (the ballast). The Level 2 or 3 component part does not require separate registration by the Responsible Supplier of the Level 1 equipment unless the Level 2 or 3 component part is supplied separately.

NOTE 1: Even though the Responsible Supplier may not have to register this Level 2 or Level 3 equipment, they are nevertheless still the Responsible Supplier of that equipment and must ensure it is electrically safe and is marked with the RCM.

NOTE 2: There is a permanent exemption for alternative marking the RCM on plugs, cords and appliance connectors in certain circumstances. See here for detail.

EXTERNAL POWER SUPPLIES: Level 3 External Power Supplies are not exempted from registration requirements. This includes power supplies which are sold separately or supplied with any other equipment.
