Registration – In-Scope Electrical Equipment
Summary of requirements to sell in-scope electrical equipment in compliance with the EESS
In addition to the summary below the Responsible Supplier declares each item of electrical equipment they supply is electrically safe (which may require more than just compliance to the relevant standard or a certificate or test report).

Note: Registration of out-of-scope equipment is also possible (to voluntarily use the RCM). Requirements for this are a full compliance folder and indication of location of compliance folder.
To sell in-scope equipment in compliance with the EESS, the following is required:
- The Responsible Supplier of in-scope equipment is registered on the EESS in-scope electrical equipment safety system register (National Register – also known as the EESS Platform).
- The Authorised Officer has made a declaration that all equipment meets relevant electrical safety standards, is electrically safe and complies with EESS and relevant electrical safety laws.
- The Responsible Supplier registered on the National Register (EESS Platform) has registered the equipment (risk Level 1, Level 2 or Level 3 equipment) as applicable on the National Register (EESS Platform) and has met registration requirements (for more information on how to register, see here).
- Registration fees have been paid.
- The in-scope equipment is marked with the Regulatory Compliance Mark (RCM) in accordance with AS/NZS 4417.1 and AS/NZS 4417.2. For more information on labelling of items with the RCM click here.
Registration of Level 1 equipment on the National Register (EESS Platform) is voluntary.
Registration for all Level 2 and Level 3 equipment on the National Register (EESS Platform) is mandatory. The equipment must be registered by the Australian or New Zealand based Registered Responsible Supplier who imports the equipment (or manufacturers it if it is manufactured in Australia or New Zealand).
Note: If the equipment is manufactured overseas and imported by three different companies each of those companies will need to separately be a registered Responsible Supplier and register the equipment.
Penalties may apply if any person or business is found to be supplying Level 2 or Level 3 electrical equipment that is not registered to them on the National Register (EESS Platform).
Choosing registration length for Level 3 equipment
At present, you can select 1, 2 or 5 years of equipment registration length for level 3 equipment.
- It is expected a Responsible Supplier will obtain a certificate of conformity and will then register the equipment for the full 5 years (certificates have a 5 year expiry date unless expiry dates are restricted due to upcoming changes in safety standards). This is so they have the most certainty of requirements for supply of the equipment.
- If a Responsible Supplier is using an existing certificate (that has the current relevant standard listed on it) to register the equipment, then the existing certificate may not have a full 5 years before it expires. In this situation the Responsible Supplier may elect to choose a registration period of 1 or 2 years and begin the process of having the certificate renewed or choose to have a new certificate issued. When the renewed or new certificate is issued the Responsible Supplier can then register the equipment for the full 5 years of the new /renewed certificate.
Note: When renewing an equipment registration, the Responsible Supplier can link to a different certificate so long as the models and Trade Names of the registered equipment are on the new certificate.
As an equipment registration length cannot exceed the expiry date of the certificate (as at the time of equipment registration), consideration needs to be given to both the certificate expiry date and the desired length of equipment registration of the level 3 equipment.
Level 3 equipment registration cannot be longer than the expiry date of the certificate being used as at time of registration.
To assist Responsible Suppliers, during the equipment registration process the EESS platform shows you the certificate expiry date and registration expiry date. The registration expiry date shown is based on years of registration you selected or the certificate expiry date, whichever is shorter. So, if the registration length you choose is longer than the certificate expiry date you will not receive the full registration term you pay for.
For example:
- If you were registering a level 3 equipment on 1/10/2025, and the certificate was expiring on 5/11/2027, and you choose a registration length of 2 years, then the equipment registration would expire on 1/10/2027 (as the registration length chosen is shorter than the certificate expiry).
- If you were registering a level 3 equipment on 1/10/2025, and the certificate was expiring on 5/11/2027, and you choose a registration length of 5 years, then the equipment registration would expire on 5/11/2027 (the expiry of the certificate as the registration length chosen is longer that the certificate expiry). In this situation you would forfeit the amount paid for beyond that date and not receive the full 5 years registration you paid.
- In the situation where the Responsible Supplier wants a longer equipment registration length than the current certificate expiry date, the Responsible Supplier may choose to register for 1 or 2 years and start the process of obtaining up to date test reports (taking into account any upcoming new editions or amendments to the relevant standard) and make application for renewal of the certificate (or make application for a new certificate). When the new/renewed certificate is issued then the Responsible supplier would renew the equipment registration for the 5 years of the renewed/new certificate.
As a reminder, these are regulatory fees and not a fee for service. Refunds for incorrect selection of registration length are not available.
